Workplace Violence Prevention Program

(THIS PAGE IS CURRENTLY UNDER DEVELOPMENT)
Please contact UC ANR Risk and Safety Services for additional information regarding this program.

At UC ANR, we are committed to creating a workplace where all employees feel safe and respected. A violence-free environment is not just a necessity but a fundamental right for everyone. Our Workplace Violence Prevention Program (WVPP) is being introduced as part of the University of California's systemwide initiative to enhance safety and support a positive work culture.

A Workplace Violence Prevention Plan (WVPP) is required for each University of California, Agriculture and Natural Resources (ANR) location. The plan should be considered part of every employee’s basic health and safety responsibilities. It contains guidelines that can be used to assist in the prevention and response to workplace violence incidents.

Each location's WVPP will be incorporated as an appendix/attachment to the location's established Injury and Illness Prevention Program (IIPP); as the IIPP is a comprehensive and fundamental written document which details ongoing health and safety responsibilities and resources.

ANR locations are responsible for reviewing each section of the WVPP and inserting location specific information. For assistance in completing your plan and/or local risk assessment, please contact the Workplace Violence Prevention Program (WPVP) Administrator, violenceprevention@ucanr.edu or the UC ANR Risk & Safety Services unit, Ask EH&S a Question.

Location Directors and Safety Coordinators are responsible for the review and update of their local Workplace Violence Prevention Plan on an annual basis. The WVPP shall be reviewed with each new staff member, and at least annually with all staff, consistent with the IIPP review interval.

Notifying Law Enforcement

Filing a Workplace Violence Prevention Report does NOT directly notify law enforcement.

For EMERGENCY situations, please contact 9-1-1

Emergency: Call 911 (to report a crime in progress or a life-threatening emergency)

Non-emergency: Contact local PD non-emergency number found online by searching for the local city/county name + non-emergency police phone number.

Cell phone users reporting emergencies may be advised to contact police with an alternative to 911 for geographic tracking of the call. Search online for your local city/county name + cell phone emergency number.

Violence Prevention Reporting Portal

To file a report, use the online reporting portal:
Use the following link to access UC ANR's Workplace Violence Prevention Incident Report portal: riskandsafety.com/u/wvpp/incident

To foster a culture of safety across all sites, we encourage employees to report incidents of workplace violence they experience or observe through the incident reporting portal as soon as it is safe to do so. While other reporting options exist, submitting reports to the portal as soon as possible best enables ANR and UC to compile, analyze, and most importantly act on incident data.

Instructional Video:

Please note: This is not a confidential resource. Other resources exist as private/confidential resources if an employee is seeking confidentiality (such as CARE or CAPS). Please refer to the Related Resources and Webpages section or contact us: violenceprevention@ucanr.edu

Filing an Anonymous report:
Incidents may also be reported anonymously through the UC Whistleblower Hotline, by phone at (800) 403-4744 or online at: www.universityofcalifornia.edu/hotline

Please note that reporting anonymously limits the university's ability to follow up on alleged incident and address them through future preventative measures.

Reporting to Managers/Supervisors:
Employees may also report incidents of workplace violence to their manager or supervisor, so long as they feel comfortable doing so. If a manager or supervisor receives an incident report, including for incidents that result in an injury, they must ensure that the incident is submitted to the incident reporting portal. They can do this by submitting the report themselves on behalf of the employee or by assisting the employee in making the report.

Background on State Law

In September 2023, Governor Newsom signed Senate Bill No. 553 – Occupational Safety: Workplace Violence: Restraining Orders and Workplace Violence Prevention Plan, which adds Section 6401.9 to the California Labor Code and requires employers to develop and implement a Workplace Violence Prevention Plan, to record violent incidents on a log, and to train employees to identify, avoid, and report workplace violence. The law went into effect on July 1, 2024.

SB 553 applies to all UC locations and employees except:

  • Employees who work remotely from a location that is outside UC’s control
  • UC Health facilities, operations, and employees covered by the California Code of Regulations, Title 8, Section 3342
  • Law enforcement agencies that are a “department or participating department” as defined in the California Code of Regulations, Title 11, Section 1001 and complying with Title 8, Section 3203

For details about SB 553, visit the Cal/OSHA website: https://www.dir.ca.gov/dosh/Workplace-Violence/General-Industry.html
